What is energy benchmarking, and who is required to file?
Energy benchmarking is the measurement of a building's annual energy and water consumption compared against similar properties. Under NYC Local Law 84, most buildings 25,000 square feet or larger must report this data annually through ENERGY STAR Portfolio Manager. EnergiDash automates the reporting and pre-filing review process for these submissions.

A Gross Floor Area (GFA) Report documents the total floor area of a building, which is required for energy benchmarking and Local Law 97 compliance filings. EnergiDash generates GFA Reports based on aggregated data, field measurements, and aerial imagery — captured in real time and ready to use in official compliance submissions.
What is the Benchmarking Checker tool?
The EnergiDash Benchmarking Checker lets consultants review entire property portfolios in bulk before submitting compliance filings. What is ENERGY STAR Portfolio Manager (ESPM)?
ENERGY STAR Portfolio Manager is a free, web-based benchmarking tool from the U.S. Environmental Protection Agency (EPA). It is the system NYC requires for Local Law 84 annual energy and water reporting. Building owners and consultants enter utility data into ESPM, which then calculates ENERGY STAR scores, Energy Use Intensity, and GHG emissions. EnergiDash connects directly to ESPM via the Portfolio Manager API, so data is always current without manual exports.
What is Energy Use Intensity (EUI)?
Energy Use Intensity (EUI) measures a building's total annual energy consumption per square foot, expressed in kBtu per square foot per year (kBtu/sq ft/yr). Site EUI counts only energy consumed at the building. Source EUI accounts for the energy lost in generation and transmission upstream of the building. Weather-normalized Site EUI adjusts for year-to-year temperature variation to allow fair comparisons. Lower EUI means more efficient energy use. EUI is one of the primary metrics disclosed in NYC Local Law 84 annual benchmarking filings.
What is the NYC Local Law 84 annual filing deadline?
NYC Local Law 84 filings are due by May 1 each year and cover energy and water consumption data for the prior calendar year. For example, the 2023 benchmarking filing (due May 1, 2024) covers all energy use from January 1 through December 31, 2023. Buildings that miss the deadline face escalating fines from the NYC Department of Finance. EnergiDash helps consultants review and validate benchmarking data before the annual submission deadline.
What are the Local Law 97 fine amounts?
Buildings that exceed their Local Law 97 emissions cap face fines of $268 per metric ton of CO₂e (carbon dioxide equivalent) above the limit, calculated annually. As an example, a building that exceeds its cap by 100 metric tons of CO₂e owes $26,800 for that year. Phase 1 limits apply from 2024 through 2029. Significantly stricter Phase 2 limits take effect in 2030. EnergiDash calculates each building's estimated LL97 fine exposure using live ENERGY STAR Portfolio Manager data, before compliance filings are submitted.
